Solution
Long Answer
According to the ideal social occupation as prescribed by the Dharmashatras and Dharmasutras, we find that it is not ones choice but rather it is the caste that you are born into decides what occupation you shall choose. Now in the story of Drona and Eklavya we find that, Eklavya from a Nishada community( hunting community) wants to learn archery from Drona but Drona refuses it, because of his firm belief in Dharma. Hence Eklavya makes an statue of Drona begans to practice archery and masters the art of archery. He becomes best even beating Arjuna, student of Drona to whom Drona has promised that he would make him the best archer in the world. HOwever later Arjuna finds out that he is not the best archer but Eklavya is, he goes to Drona and reminds him of the promise he made. This make Drona to go to Eklavya and asks for his Thumb which Eklavya gives to Drona as a fees for the teaching. Thus making Arjuna the best Archer.
Now in the story we find that Drona declines Eklavya because he is Nishada and not Kshatriya. Drona believed in the caste system as he was a Brahmana well versed in all the text he refused Eklavya because his caste did not let him learn archery, which is supposed to be learned by the Kshatriya. Otherwise Drona by teaching archery to Eklavya would be breaking the law. Hence that is why he did not each archery to Eklavya.
