Sliding friction is smaller than the static friction.
When the objects are sliding against each other, the interlock between the surfaces stays for a short while and is overcome due to inertia of motion.
In case of a static object, a lot of energy has to be spent in overcoming the resistance posed by the interlocked irregularities.
