Anil does not hand the thief over to the police because he notices that the thief has realized his fault. Anil was already aware about the thief's petty stealings but he never pointed him out. The wetness of the notes must have made Anil observe that the thief has stolen the money.But he has put the money back at its place realizing his fault. Instead of punishing him, Anil decides to encourage the spirit of goodness in him.
No, we know that most people would not have done so. Ideally, we should always aim at removing the evils from a human spirit. If somebody realizes his fault and wants to rise above it, there's no need of punishments. People like Anil are rarely found in this world. When he discerns that the thief himself wants to rise above the evils in him, he encourages him to live a respectful life instead of handing him over to the police.
