For a parallel beam of light;

For second refracting surface,

$\frac{μ_{2}}{1.5 R} + \frac{μ_{3}}{V'} = \frac{μ_{3} - μ_{2}}{R} \Rightarrow - \frac{1.5}{15 R} + \frac{1.6}{V'} = \frac{1.6 - 1.5}{R} \Rightarrow V' = \infty$

Hence, the combination behaves as a glass plate.
