Solution

Let f (x) = 4x2 + 28x + 49
= (2x + 7)2 ≥ 0 f (x) ≥ 0 ∀ x ∊ R

 minimum value of f (x) is 0 and is obtained at straight x equals negative 7 over 2.
There is no maximum value for the function.
