    Question 5
    CBSEENPO12040307

Mention three ways in which US dominance since the Cold War is different from its position as a superpower during the Cold War.

    Solution
During the years of Cold War (1945-91) power was divided between the two groups of countries, US and the Soviet Union, represented the two 'camps' or centers of power in international politics during that period. The collapse of the Soviet Union left the world with only a single power, the United States of America. Thus, the bipolarity changed unipolarity i.e., there is only one centre of power. The USA has dominated the world politics in the following ways since the Cold War which is different from its position as a superpower during the Cold War.

    (i) Dominance as Hard Power: American military power is superior to power of all other countries. Its dominance is both absolute and relative.

(ii) Dominance as Structural Power: The US plays an important role in providing global public goods such as Internet which is the direct outcome of a US military research project that began in 1950.

(iii) Dominance as Soft Power: America has class ascendancy in the social, political and ideological spheres. Most of the dreams and practices are results of American life style, e.g., blue jeans are used by the young people.

    Question 7
    CBSEENPO12040309

What are the constraints on American hegemony today ? Which one of these do you expect to get more important in the future ?

    Solution
The constraints on American hegemony today are as given below:

    (i) Institutional architecture of the American state: There is Presidential form of government in USA. Under this a system of division of powers and checks and balances between the three branches of the government limit the unrestrained and immoderate exercise of America's military power by the executive branch.

(ii) Open nature of American society: There is deep sckepticism regarding the purposes and methods of government in American political culture. This put a constraint on US military action overseas as had happened in case of Vietnamese war.

(iii) NATO: This organisation can moderate the exercise of American power because the US has an enormous interest in keeping the alliance of democracies that follow the market economies alive.

The constraint - i.e., institutional architecture of the American state is expected to get more important in future because the American constitution has not changed much during the last about two hundred years. The features of division of power etc. have remained intact. Nature of the people or the NATO may change in future. So the institutional structure will become more important in future.

    Question 8
    CBSEENPO12040310

Read the three extracts in the chapter from the Lok Sabha debate on the Indo-US deal. Develop any one of these into a full speech defending a certain position on Indo-US relations.

    Solution
I agree with the position taken by Dr. Manmohan Singh, member of the Congress Party. It is a fact that the policy of liberalisation and globalisation has made the country an attractive economic partner for a number of countries including the US. It is an historic opportunity for India to take advantage of US hegemony and the mutual convergences to establish the best possible options for itself. We should not oppose the US because that will harm us in the future. On the other hand, we should maintain good relations with the US. We should not forget that the US absorbs 65 per cent of India's total exports in the software sector. About 300,000 Indians work in the Silicon Valley. All this is beneficial for the Indians. Thus, India should not oppose the US and should maintain good relations in this age of liberalisation and globalisation.
    Question 9
    CBSEENPO12040311

'If big and resourceful states cannot resist the US hegemony, it is unrealistic to expect much smaller and weaker non-state actors to offer any resistance'. Examine this proposition and give your opinion.

    Solution
It is a reality that the big and resourceful state cannot resist the US hegemony because there are differences among big countries like China, India and Russia that have the potential to challenge the US hegemony. Under these circumstances the smaller and weaker non-state actors can offer resistance. These challenges to American hegemony will come from non-governmental organisations, social movements and public opinion. It may come from sections of the media and intellectuals, artists and writers. These various actors may form links across national boundaries, including with Americans, to criticise and resist US policies. We must also remember that it is a unipolar world with US at the top, and we have no option to leave the world. Thus, we can only resist US policies and hegemony within this world.

Explain Hard Power Hegemony with reference to the status of the USA in the world politics.

    Solution
Hegemony implies the leadership or predominance in the world politics. Hard power hegemony relates to the relations, patterns and balances of military capability between states. US military power is superior to all other states. It is both absolute and relative as it has been proved from the following facts:

    (i) The US has military capabilities that can reach any point on the planet accurately, lethally and in real time. It can cripple the adversary while its own forces are sheltered to the maximum extent possible from the dangers of war.

(ii) No other power today can remotely match the US capabilities.

(iii) The US today spends more on its military capability than the next 12 powers combined.

(iv) US spends a lot of money on military research and development. Thus, there is a qualitative gap between the US and other powers.

    (v) As the Iraq invasion shows, the American capacity to conquer, to deter and to punish is formidable. Its only weakness is in policing an occupied territory.

    Question 44
    CBSEENPO12040346

    Examine hegemony as Structural Power.

    Solution
Hegemony as structural power states that a dominant power can support its creation and existence. It is done by the hegemon to its advantage. In case of USA it is based on the following facts:

    (i) It is reflected in its role in providing global public goods which are consumed by one person without reducing the amount of the good available for someone else such as fresh air and roads. In the world economy, the examples are sea lanes of communications (SLOCs), the sea roots used by merchant ships. The USA underwrites the law of the sea and ensures freedom of navigation in international waters. US navy plays the role of a hegemon.

(ii) Internet, another example of global public good, is also direct outcome of a US military research project.

(iii) The US role in world economy and in the areas of technology is significant.

(iv) The US's share in world trade is 15%. An American firm features in the 'top three' list in every sector of the world economy.

    (v) The Bretton Woods system which is the basic structure of the world economy was set up by the US after the Second World War. The World Bank, IMF and WTO are the outcomes of American hegemony.

(iii) The armed forces have been divided into commands in order to enable them to discharge their duties effectively.

    Question 46
    CBSEENPO12040348

Explain Soft Power hegemony of US.

    Solution
Soft Power hegemony means class ascendancy in the social, political and particularly ideological spheres. It implies that the dominant power has ideological resources to shape the behavior of competing and lesser powers. Today predominance of the US in the world is based on its cultural presence too. All ideas of good life and personal success, dreams of individuals and societies originated in America. American culture is most powerful culture on earth. This makes America a 'soft power' because it has the ability to persuade rather than coerce. During the Cold War, in the area of soft power, the US won victory over the Soviet Union. For example, blue jeans were popular in that country. It shows that the US was able to engineer a generational divide in Soviet society on the basis of a cultural product.
    Question 47
    CBSEENPO12040349

Examine India's relationship with the USA.

                                       Or

Analyse India's growing relationship with USA.

    Solution
During the Cold War years, India propogated the policy of non-alignment. It, however, maintained close ties the Soviet Union. After the collapse of the Soviet Union, the enviorment changed and India found herself friendless in an hostile international scene. At the same time, India's policy of liberalisation and globalisation led to impressive economic growth in recent years. This has made the country an attractive economic partner for a number of countries including the US. As a result of two new factors i.e., technological dimension and the role of the Indian-American diaspora a new relationship emerged. At present about 300,000 Indians work in Silicon Valley and 15 per cent of all high-tech start-ups are by Indian Americans.

There are different alternatives before India that can be adopted in relations with the US. These are to maintain aloofness from the US, to take advantage of US hegemony or to establish a coalition of developing countries to reduce US dominance. Whatever policy India adopts, the fact remains that the relationship with USA has changed and the two countries have come closer to each other.

    Question 48
    CBSEENPO12040350

How could we check US hegemony in the world politics ?

                                                        Or

Mention the ways in which American hegemony could be countered?

    Solution
The American hegemony can be checked through the following ways :

    (i) Bandwagon strategy: Under this it is argued that it is more prudent to take advantage of the opportunities that hegemony creates. This will lead to more economic growth with the support of the hegemon.

(ii) Policy to hide: The strategy for states 'to hide' implies that the states should remain away from the dominant power. Practically, however, it is not possible for mega-states to follow this policy for any substantial length of time.

(iii) Combination of NGOs, social movements and others: The hegemony of the US may be overcome by combination of non-governmental organisations, social movements and public opinion, sections of media and intellectuals, artists and writers. These non-state actors all over the world may form associations to criticise and resist US hegemony.

Inspite of above strategies, the fact remains that the modern world is a global village that can not be left by us. Thus, we have sole option of resistance to US hegemony.

    Question 73
    CBSEENPO12041224

Examine the U.S. hegemony as a structural power.

    Solution

The US Hegemony as a structural power

    (i) Hegemony as a structural power is the role played by the US in the world economy and existence in providing global public goods – such as the sea lanes of communication (SLOCs)
(ii) The naval power of the hegemony is another reason for its structural power.

    Question 75
    CBSEENPO12041250

Read the following passage carefully and answer the questions that follow :
In the event of a nuclear war, both sides will be so badly harmed that it will be impossible to declare one side or the other as the winner, even if one of them tries to attack and disable the nuclear weapons of its rival, the other would still be left with enough nuclear weapons to inflict unacceptable destruction. Both sides have the capacity to retaliate against an attack and to cause so much destruction that neither can afford to initiate war. This, the cold war inspite of being an intense form of rivalry between great powers- remained a ‘cold’ and not hot or shooting war. The deterrence relationship prevents war but not the
    rivalry between powers.
    (i) Why did intense rivalry between the super powers remain a cold war only ?
(ii) Why can’t nuclear war between the two nuclear powers be decisive?
(iii) Explain the logic of ‘deterrence’.

    Solution

    (i) The intense rivalry remained a cold war because each of the two super powers knew that they would not be able to save themselves, inspite of the use of nuclear weapons as they both possessed the capability of destroying each other.
(ii) It could never be decisive as each power had ample stock of nuclear
weapons. Even after getting destroyed they could cause destruction and then no body would be victories.
(iii) Inspite of having the capacity to retaliate against an attack, they could not afford to initiate war. This is called the logic of ‘deterrence’.

‘Resistance is the only option available to overcome the hegemony”. Justify the statement by comparing it to other antihegemony strategies.

    Solution

iii) However, some people believe that resistance to the US hegemony is the only solution but not from states who are unable to face the hegemony,.
iv) Therefore, challenges to the US hegemony will emerge in the economic and cultural realms and will come from a contribution of Non- Governmental organization Social movements and public opinion.
    v) Resistance may be from the sections of media and intellectuals, artists, and writers.
